There is a crisis among our nation's children. According
to Richard Riley, former U.S. Secretary of Education,
the crisis concerns education. Both college costs and
enrollment are spiraling out of control. The dramatic
increases in college education costs have been widely
reported over the past few years. At the same time, the
College Board has reported that fewer than 3 in 10 families
of college bound high school juniors have made any significant
efforts towards preparing financially for the cost of
college.
Mr.
Riley, in his July 2000 report on school overcrowding,
emphasized that this is not a limited phenomenon. College
enrollment is projected to increase 19% over the next
ten years and these trends will continue past the year
2010. Because college enrollments are accurately predictable
based on birth rates eighteen years prior, we can forecast
with a high degree of precision the enrollment levels
for the next two decades.
The
college funding industry, still in its infancy, has
struck a nerve with parents facing the funding of a
college education for their children. The process of
