  There is a crisis among our nation's children. According to Richard Riley, former U.S. Secretary of Education, the crisis concerns education. Mr. Riley, in his July 2000 report on school overcrowding, emphasized that this is not a limited phenomenon. College enrollment is projected to increase 19% over the next ten years and these trends will continue past the year 2010. Because college enrollments are accurately predictable based on birth rates eighteen years prior, we can forecast with a high degree of precision the enrollment levels for the next two decades.
